This SAR Response Letter – Refusal template can be used by organisations to formally refuse to comply with a Subject Access Request (SAR) in full, where there are valid grounds for refusal under UK data protection law.

In certain circumstances, organisations may be entitled to refuse a Subject Access Request when it is manifestly unfounded or manifestly excessive, or where an applicable exemption or other legal restriction justifies full refusal of a SAR.

This letter template allows an organisation to explain the basis for its decision and its application to the request to the extent appropriate and lawful. 

It also provides the individual with the applicable routes for challenging the decision, including submitting a complaint to the organisation, a complaint to the ICO and enforcement through the courts.
