When to Use This Licence
This Licence is suitable where the property owner remains living in the property and grants a student the right to occupy a room on a non-exclusive basis, with shared use of facilities such as the kitchen, bathroom, and other common areas.
The Licence permits occupation during term time only.
Before granting a licence, property owners should:
- Check any mortgage or lease restrictions on taking in a lodger;
- Ensure that the arrangement does not inadvertently create a tenancy.

What This Licence Covers
This Licence includes:
- Details of the parties, the property, the licence fee, and the duration of the arrangement;
- Confirmation that the licence fee is inclusive of Council Tax (however students may qualify for exemption or reduction) but is exclusive of the lodger paying a contribution towards outgoings;
- Grant of a private bedroom together with shared use of common parts (e.g. kitchen, bathroom, hallways);
- A requirement for the lodger to have a valid right to rent under the Immigration Act 2014;
- Provisions relating to the payment of utilities, with an obligation on the owner to provide relevant billing information;
- Cleaning provisions, confirming that charges for shared areas must be included within the licence fee and that no separate professional cleaning fee can be required;
- Licensor obligations, including compliance with property standards and safety requirements;
- Occupier obligations relating to use of the property, conduct, and maintenance;
- The licence will run for a fixed term (the Licence Period) but can be brought to an end early by either party giving notice as set out in agreement.
This Licence does not require a deposit. However, if a deposit is taken:
- It is not required to be protected in a tenancy deposit scheme;
- It must comply with the deposit caps under the Tenant Fees Act 2019.
