Sole Trader/ Partnership Construction Phase Health & Safety Plan form

This Sole Trader/Partnership Builder Construction Phase Health & Safety Plan, sometimes called the Construction Safety Plan or CPHSP is written by the Principal Contractor and is given to the Client or their CDM Advisor (or the Principal Designer if it is a domestic project) for review and approval.

All building works, whether a minor alteration or extension to a private house or a large commercial project come under the umbrella of the Construction (Design & Management) Regulations (CDM) 2015.

Under the 2015 regulations, all projects require a Principal Designer, whose primary role it is to ensure that health and safety is planned into a project from the design stage through to the start on site, and a Principal Contractor (PC) to take charge of and manage health and safety on site. Whether you are a Sole Trader or in a Partnership, under the Regulations you are classed as the Principal Contractor and have to make sure you have the necessary documentation to show you have the correct procedures in place.

This Sole Trader Construction Phase Health & Safety Plan is the Principal Contractor’s working document which sets out in detail how Health and Safety will be managed on the project, and will include answers to any safety issues raised in the Pre-Construction Information Plan by the Client and Principal Designer. The plan might consider issues such as:

• how will the Principal Contractor manage the early morning deliveries of materials as the site is close to a school; or

• will the parked delivery vehicles pose a hazard to other road traffic; or

• what will the PC do if workers find any suspect materials during demolition.

The builder (Principal Contractor), has the duty to prepare the CPHSP, however, if they are not experienced in creating such documents they can arrange for a competent person, such as a former CDM coordinator, to create it for them.

The CPHSP will include details of the principle parties in the project – the Client, the CDM Advisor if there is one, the Principal Designer and the Principle Contractor and may also include the Project Manager and any significant sub-contractors.

This CPHSP has been professionally written, and is intended to be used and developed during the life of a project. At the end of the main part are sections for the PC to insert the Risk Assessments and Method Statements from those who will actually be carrying out the construction works.
