Sole Trader/ Partnership Construction Phase Health & Safety Plan form

This Construction Phase Health and Safety Plan template is intended for a building contractor acting as principal contractor. It provides a framework for setting out how health and safety will be managed during construction work.

Under the Construction (Design and Management) Regulations 2015 in Great Britain, a principal designer and principal contractor are required where more than one contractor is involved, or this is reasonably foreseeable. Being a sole trader, partnership or company does not by itself make a builder the principal contractor.

Every construction project requires a construction phase plan before construction work begins. The principal contractor prepares it on projects involving more than one contractor; the sole contractor prepares it on projects involving only one.

This Sole Trader Construction Phase Health & Safety Plan is the Principal Contractor’s working document which sets out in detail how Health and Safety will be managed on the project, and will include answers to any safety issues raised in the Pre-Construction Information Plan by the Client and Principal Designer. The plan might consider issues such as:

• how will the Principal Contractor manage the early morning deliveries of materials as the site is close to a school; or

• will the parked delivery vehicles pose a hazard to other road traffic; or

• what will the PC do if workers find any suspect materials during demolition.

The builder (Principal Contractor), has the duty to prepare the CPHSP, however, if they are not experienced in creating such documents they can arrange for a competent person, such as a former CDM coordinator, to create it for them.

The CPHSP will include details of the principle parties in the project – the Client, the CDM Advisor if there is one, the Principal Designer and the Principle Contractor and may also include the Project Manager and any significant sub-contractors.

This CPHSP has been professionally written, and is intended to be used and developed during the life of a project. At the end of the main part are sections for the PC to insert the Risk Assessments and Method Statements from those who will actually be carrying out the construction works.
