The guidance is based on the Five Steps to Risk Assessment recommended by the HSE:
1. Identify the hazards;
2. Decide who might be harmed and how;
3. Evaluate the level of risk arising from the hazards you have identified and decide whether the existing precautions are adequate or you need to add more;
4. Record your findings;
5. Review your assessment and revise it if necessary.
