Hotel or B&B Fire Safety Risk Assessment Form

This Hotel or B&B Fire Risk Assessment is intended for use by those who run a small hotel or bed and breakfast establishment.

A suitable and sufficient fire risk assessment must be conducted on all sleeping accommodation in England and Wales, under The Regulatory Reform (Fire Safety) Order 2005.

Hotels and householders who offer Bed & Breakfast no longer have to have Fire Certificates, instead, under the Fire Safety Order 2005, the building owner/controller – the Duty Holder - has to carry out, or arrange to have carried out, a fire risk assessment. The Duty Holder can carry out the risk assessment themselves but it is recommended that a competent person is instructed to assist in this important task.

This document does not provide an exhaustive list and there may be items in respect of the Bed and Breakfast establishment or hotel concerned that are not on the list. For this reason the form contains blank boxes for additional items specific to the particular circumstances, which you can use as needed.

When doing your fire risk assessment you must:

  • Consider the building fabric, fire doors etc.
  • Consider any areas/rooms where fire is more likely such as the kitchen or bar/smoking area.
  • Consider your guests and employees who may be at risk, thinking about any less able-bodied guests.
  • Consider your escape routes.

Once you have completed your fire safety risk assessment and have noted any issues on an action plan, you must set a timetable for rectifying them within a reasonable period of time.
