Basic Duties to Prevent or Control Exposure
The employer must ensure that the exposure of employees to Substances Hazardous to Health is either prevented or, where this is not reasonably practicable, adequately controlled.
The employer must ensure, so far as is reasonably practicable, that the exposure of others (whether workers or non-workers, and whether at the workplace or otherwise likely to be affected by work under his control) to substances hazardous to health is either prevented or adequately controlled.
The employer must make prevention of exposure his first objective where carcinogenic substances are involved or any other type of substance could cause harm of a serious and irreversible nature.
The employer must, so far as is reasonably practicable, secure prevention or control of exposure of anyone to any substance hazardous to health by measures other than the provision of personal protective equipment (PPE).
