The letter asks the referee to comment on the proposed guarantor’s character. The response will assist the landlord in deciding whether the proposed guarantor is acceptable.

Under the Tenant Fees Act 2019 (which affects England only) and the Renting Homes (Fees etc.) (Wales) Act 2019 (which affects Wales only), landlords and/or letting agents are prohibited from charging tenants fees for setting up new tenancies caught by these acts, which includes the cost of obtaining references.  It will be the landlord’s responsibility to meet these costs.
