These Guidance Notes for Employers: The Agency Workers Regulations will be of use to businesses which hire temporary staff, and agencies which supply temporary staff, to make them aware of the changes to the rights of agency workers. Since 1 October 2011, once agency workers have completed a 12 week qualifying period, they have the right to the same terms and conditions as if they had been recruited directly by the hirer.

These Guidance Notes have been refined using the Department for Business Innovation & Skills Guidance, and the Agency Workers Regulations 2010 to provide the reader with the important points to note, including the terms and conditions that are included in the right to equal treatment; how the 12 week qualifying period is calculated; and liability issues when hirers and temporary works agencies do not comply with the Regulations.
