Chemical Substances (COSHH) Risk Assessment Checklist

When making a COSHH Risk Assessment the employer needs to consider following:
- the severity and extent of harm that could be caused by each chemical substance;
- whether any existing control measures will prevent exposure and, if so, what else is needed to ensure those existing measures do not fail and to avoid risks if they do fail;
- whether any existing control measures will control exposure to a safe level and, if so, what else is needed to ensure those existing measures do not fail and to avoid risks if they do fail;
- where existing controls are inadequate, what new measures are needed to prevent or control exposure to avoid risks, including measures to ensure these do not fail and to avoid risks if they do fail;
- any group or groups of employees or other people could be especially at risk;
- whether exposure monitoring and/or health surveillance are requisite under COSHH; and
- the information, instruction and training needs of employees and other workers who may be exposed to the substance.
Chemical Substances (COSHH) Risk Assessment Checklist is divided into the following sections:
1. Substances
2. Training and Information
3. Personal Protective Equipment
4. The Workplace & Plant
5. Signs, Label & Storage
6. Health Surveillance
These sections and the questions posed therein are not exhaustive. Sections and checks should be added or subtracted to suit the purpose of your business/undertaking.
Each of these sections provides for:-
1. Reference numbers to be applied to the COSHH Risk Assessment forms and the Chemical Substances (COSHH) Risk Assessment Action Plan if action is required
2. Specific queries in respect of each section (as above)
3. Recording adequacy in respect of each query
4. Comments - describe precautions, identify risk and level of risk
5. Confirmation that action is required.
6. A Single Hazard Risk Assessment form report number.
The Chemical Substance Risk Assessment Checklist is most effective when supported by COSHH Risk Assessment forms and the Chemical Substances (COSHH) Risk Assessment Action Plan.
It may be more appropriate for small, office-based, retail and other non-manufacturing businesses to use either the Chemical Storage & Usage Risk Assessment or the Single Hazard Risk Assessment and Action Plan form.
